I can find nothing relating to Azure AD Free, everything available appears to assume AzureAD Premium licensing and usually hybrid scenarios involving ADFS sync, all of which is completely irrelevant to the millions upon millions of Bus Std tenants without AzureAD Premium and no conceivable need for ADFS Sync.
